Family Self-Sufficiency (FSS) is a HUD program that helps Section 8 families obtain employment that will lead to economic independance and self-sufficiency.

WHAT IS THE HISTORY OF THE SECTION 8 HCV FSS PROGRAM?
FSS was established in 1990 by section 554 of the National Affordable Housing Act. It is a successor program to project self-sufficiency andoperation bootstrap.
WHAT ARE SERVICES PROVIDED BY FSS PROGRAM?
FSS Program services may include child care, transportaion, education, job trainingand employment counseling, substance/alcohol abuse treatment or counseling, household skill training, and homeownership counseling.
WHAT FAMILIES ARE ELIGIBLE?
Families who recieve assistance under GHURA's Section 8 Housing Choice Voucher Program are eligible to participate in the FSS program.
HOW DOES GHURA SELECT FAMILIES FOR THE SECTION 8 HCV FSS PRGROAM?
Families who submit an application of interest are placed on a FSS Program waitlist (organized by time stamp and date of receipt of application). During the selection process, GHURA uses an objective system that screens applicants for interest and motivation to participate in FSS. GHURA does not screen for education, job history, credit rating, marital status, or number of children.
ARE FAMILIES REQUIRED TO PARTICIPATE IN THE SECTION 8 HCV FSS PROGRAM?
A family's participation in the Section 8 HCV FSS Program is voluntary. Participation in the Section 8 HCV FSS Program is not a condition of receiving assistance under the Housing Choice Voucher Program.
WHAT REQUIREMENTS MUST A FAMILY MEET TO PARTICIPATE IN THE SECTION 8 HCV FSS PROGRAM?
The GHURA FSS Program Coordinator and the head of each participating family execute an FSS "Contract of Participation" that specifies the rights and responsibilites of both parties. The 5-year FSS Contract specifies goals and services for each family. Family members must fulfill all requirements in order to obtain full benefits.
The FSS contract requires that the family comply with the lease. That all family members become independent of welfare, and that the head of the family seek and maintain suitable employment.
Possible sanctions for noncompliance with the FSS contract are termination from the FSS program, forfeiture of the FSS escrow account, withholding or termination of supportive services, and termination of housing choice voucher assistance.
WHAT IS THE SECTION 8 HCV FSS ESCROW ACCOUNT?
GHURA establishes an interest-bearing FSS escrow account each participating family.
An escrow credit, based on increase in earned income of the family, is credited to this account by GHURA during the term of the FSS contract.
WHAT ARE THE RESPONSIBLITIES OF THE GHURA SECTION 8 HCV FSS PROGRAM COORDINATOR?
Section 8 FSS Program Coordinator is responsible to ensure that FSS program participants are linked to the supportive services they need to achieve economic self-sufficiency, maintaining communication with participants, and maintaining information with FSS escrow accounts.
DOES A FAMILY HAVE TO GIVE UP ITS RENTAL ASSISTANCE AFTER THE FAMILY?
No. The law provides that a family may complete its FSS contract and receive its escrow while continuing to receive housing assistance under the voucher program. Although it is hoped that families will no longer need housing assistance upon completion of the FSS program, some families that complete the program will still need assistance for housing.
WHAT TYPES OF FUNDING ARE AVAILABLE UNDER THE SECTION 8 HCV FSS PROGRAM?
Other than annual funding for an HCV FSS Program Coordinators salaries and funding for the HCV-FSS escrow, no specific funding is provided by HUD.
Public Housing Authorities administer a HCV-FSS program to help participating families access needed resources in the community.
