NOTICE OF FUNDING AVAILABILITY
For Program Year 2006
Community Planning and Development Funds

The Guam Housing and Urban Renewal Authority (GHURA) is announcing the availability of $4,179,719 in Community Planning Development (CPD) funds. Eligible government agencies and non-profit organizations are invited to submit proposals that address the goals as identified in Guam’s Consolidated Plan (2005-2009).

Community Development Block Grant (CDBG) $2,751,276
Home Investment Partnership Program (HOME) $1,302,614

Emergency Shelter Grant (ESG)

$125,829

The Consolidated Plan is available at the Research, Planning & Evaluation (RP&E) Office located at 414 W. Soledad Avenue, Rm.306 Hagatna, GHURA’s main office, 117 Bien Venida Avenue, Sinajana, GU and www.ghura.org

CDBG funds may be used to revitalize neighborhoods, provide affordable housing, expand economic opportunities, and improve community facilities and services. However, use of these funds must meet one of the national objectives - benefit low and moderate-income families, eliminate slums or blight, or meet other urgent community development need.

HOME funds may be used to create affordable housing through financing assistance, site acquisition or improvement, and building or rehabilitating housing for rent or ownership under HOME grants. Use of HOME funds must benefit low-income families.

ESG funds may be used to rehabilitate or convert buildings into homeless shelters and for shelter operating expenses, supportive services and homeless prevention activities. Use of ESG funds must benefit the homeless; no more than 30 percent of ESG funds may be used for homeless prevention activities.

A workshop for organizations interested in applying for these grants will be held on February 22, 2006 from 2 p.m. through 4 p.m. at Rm.306 GCIC Building, 414 W. Soldedad Avenue Hagatna.
