Emergency Service Grant
Summary:
Emergency Shelter Grants (ESG) are provided by the U.S.
Department of Housing and Urban Development. GHURA administers
ESG for Guam. ESG funds are used to improve the quality
and number of emergency homeless shelters. ESG provides
a foundation for homeless people to begin moving to
independent living.
Eligible Applicants:
Applicants must be organizations operating emergency
shelters and providing supportive services to homeless
individuals and families on Guam.
- Local governments or
- Nonprofit organizations.
Eligible Beneficiaries:
A person must be homeless (or at great risk of becoming
immediately homeless) to receive help from ESG projects.
Eligible Activities:
- Conversion, major rehabilitation, or renovation
of buildings as emergency shelters,
- Shelter operating expenses,
- Essential services (supportive services concerned
with employment, health, drug abuse, and education),
or
- 30 percent cap on essential services
- Homelessness prevention activities.

Application:
To receive an ESG grant, an applicant must submit a
proposal to GHURA’s Research, Planning and Evaluation

Technical Guidance:
ESG is authorized under Subtitle B of title IV of the
Stewart B. McKinney Act (42 U.S.C. 11371 et seq.). Program
