Need: Increased supply of
affordable Housing
Goal: To address the need
for affordable housing on Guam
Objective # 1: Build 150 homes for
extremely low- to moderate income families
Use CDBG & HOME funds to rehabilitate or construct
affordable rental housing units for 50 extremely low-income
households, 60 low-income households and 40 moderate-income
households by June 30, 2005.
Annual goal: 10 homes for extremely low-income households;
12 homes for low-income households; and 8 homes for moderate-income
households.
Objective # 2: Construct 80 Single-family
homes
Use Home funds to construct 80 single-family units for
families in the Astumbo areas for families who fall within
the low-to-moderate income level.
Annual goal: 40 single-family homes per 1.5 years
Objective # 3: Acquisition of two
10-15 unit apartment complexes
Use Home funds to acquire apartment complexes for homeless
transitional housing for families living in emergency
shelters and families whose income fall within 50 percent
of the median income.
Annual goal: two 10-15 unit apartments @ 5 years.
Objective # 4: Increase Fair Housing
Programs
Use CDBG to increase fair housing programs for the purpose
of educating low-income families, elderly persons and
persons with disabilities, and landlords on the subject
of promoting and practicing fair housing.
Objective # 4: Increase awareness
of the hazardous use of lead-based paint
CDBG funds will be used to provide for the increase awareness
on the hazards of lead-based paint and the prevention
of the use lead-based paint.
Objective # 5: Construct, rehabilitate
or acquire housing for special populations
CDBG and/or HOME funds will be used to construct, rehabilitate
and/or acquire housing for the elderly and persons with
disabilities populations.
Area of Priority: Community Development
Need: Improved infrastructure,
public facilities, support services and economic development
programs.
Goal: To fill island-wide
community development gaps that would benefit at least
51% of low-to-moderate income families
Objective # 1: Implement Anti-crime
Programs
Use CDBG funds for public services that will provide anti-crime
programs to low-to-moderate income families.
Objective # 2: Increase economic
development Programs
Use CDBG funds to increase economic development programs
for low-to-moderate income families on the welfare roll
and others who have the desire to start a small business.
Objective # 3: Improve infrastructures in many island
subdivisions
Use CDBG funds to improve infrastructure at several subdivisions
that meet the area benefits. Infrastructure cost is critical
to meeting housing strategies.
Objective # 4: Improve public facilities
and services for low-to-moderate income families
Use CDBG funds to provide low- to moderate-income families
with public services and facilities such as a youth counseling
and transitional housing, four police precinct and seven
fire stations for various parts of the island.
Objective # 5: Building Senior Citizen
Centers for several communities
CDBG funds will be used toward the building of four senior
centers for several communities.
Objective # 6: Replace dilapidated
schools on the island
CDBG funds will be used toward replacing at least six
elementary schools and one high school on Guam. Many of
the schools are over 40 years old and are becoming difficult
to maintain and are unsafe for students.
Objective # 7: Implement drug and
substance abuse programs
CDBG funds will be used to provide for drug and substance
abuse programs on the island.
Objective # 8: Increase support services
for homeless population
CDBG and ESG funds will be used to increase support services
for homeless special populations and under-served groups.
Objective # 9: Implement a Homeownership
Education and Counseling Program
HOME funds will be used to provide Homeownership Education
and Counseling Programs for low- to moderate-income families
who are planning to become potential homeowners.
