Our vision is to use a community based approach to significantly reduce, prevent and end homelessness and at risk homelessness on Guam including

  • Coordinating and /or integrating homeless-related programs for smooth transition throughout our continuum of care system.
  • Implement an effective and efficient delivery system of services to prevent homelessness and to move homeless families into permanent housing;
  • Develop an accessible and comprehensive system which receives individuals and families in need of care and move them through a system towards independent living and sustainability; and
  • Developing of strong homeless programs/services with sustainable links.

Strategic Planning Committee

The Guam Housing and Urban Renewal Authority (GHURA) on behalf of the Guam Homeless Coalition (GHC) is submitted its application for 2009 Continuum of Care (CoC) homeless assistance funds. The CoC is a competitive process that supports the Supportive Housing Program and Shelter Plus Care projects. CoC funds are used for programs that address the shelters and supportive services needs of Guam's homeless population.

This grant cycle, the Guam Homeless Coalition is pursuing the renewal of six projects that will expire during 2010, and a proposal for Operation funds which are as follows:

  1. Guma Hinemlo - $313,363
  2. CARIDAD Supportive Services Program - $28,224
  3. LIHENG Case Management & Job Training - $60,019
  4. Homeless Management Information System (HMIS)
  5. Oasis Empowerment Center - $125,415
  6. Aftercare Housing Program - $173,712
  7. New Project - CARIDAD (Sagan Ayudan Maisa) - $128,670

Total SHP Renewal funds - $606,103
Total SPC funds - $173,712
