Our vision is to use a community based approach to significantly reduce, prevent and end homelessness and at risk homelessness on Guam including

  • Coordinating and /or integrating homeless-related programs for smooth transition throughout our continuum of care system.
  • Implement an effective and efficient delivery system of services to prevent homelessness and to move homeless families into permanent housing;
  • Develop an accessible and comprehensive system which receives individuals and families in need of care and move them through a system towards independent living and sustainability; and
  • Developing of strong homeless programs/services with sustainable links.

The Strategic Planning Committee has met twice, both on Friday, April 22, and Monday April 25. For the sake of all members, here's the scenario that Guam is faced with.

Taking into consideration that...

  • Guam's Initial Pro Rata Need: $682,854
  • Three projects are up for renewals with options of 1, 2, or 3-year renewal periods

  • Samaritan Permanent Housing Bonus: $102,428 (15% of Pro Rata Need)

To be focused on chronically homeless population only!!!

Therefore, the Committee recommends the following:

  • Renewal projects apply as:
    • Guma Hinemlo: 1-Year Renewal $313,000
    • Caridad SSP: 2-Year Renewal $56,000
    • HMIS: 2-Year Renewal $66,000
  • Total for renewal projects: $435,000
  • Available for new projects: $247,854

    Samaritan Permanent Housing Bonus: $102,428* (only available for Permanent Housing Project)

    Total available for new projects: $350,282* (only available if Permanent Housing)
  • Focus for available funds should address gaps in housing for the homeless, such as:
    • Permanent supportive housing programs for individuals with severe disabilities including mental illness and substance abuse who are in need of long-term housing solutions.
    • Transitional housing for homeless families; and
    • Emergency shelter for homeless (NOT eligible for Continuum of Care grants)
