As-Tumbo Affordable Housing Project

The Guam Housing and Urban Renewal Authority as mandated by Public Law 25-129 (Enacted May 22, 2000), has been authorized to engage in the development of forty (40) detached single family dwellings, in the subdivision of Astumbo, Dededo. As mandated by law the Authority shall sell the residential lots and homes at below fair market value, to families or heads of households who are bona fide residents of Guam. Sale of lots and homes shall be in accordance to policies and procedures as adopted by the Board of Commissioners of the Guam Housing and Urban Renewal Authority.
The sale of each home shall be in accordance with and limited to the following preferences:

A. First Preference shall be given to tenants of low-rent housing programs operated by the Guam Housing Corporation or Authority, and adult children of grantees of lots in the Astumbo Subdivision, who are without fee title to any real property in or out of Guam and who qualify as low and moderate income.

B. Second Preference shall be given to residents of Guam without fee title to any real property in or out of Guam and who qualify as low and moderate income.
To be eligible for the program a family must:

  • Have resided on Guam for not less than (5) years preceding the application;
  • Be without fee simple title to developed or developable real property in or out of Guam;
  • Not have a lease or reservation to lease a residential lot or cancel the lease or interest prior to the closing of the purchase of a home under this program;
  • Be able to secure a mortgage loan from a bona fide lending institution to finance the purchase of a home under this program;
  • Household income shall not exceed 80% of the median income for Guam;
  • Eligible applicants must also complete GHURA's, First Step Homeownership Education Program.
