Proposed Substantial Amendment to the 2008 Guam Annual Action Plan
Related to the Homelessness Prevention and Rapid Re-Housing Program (HPRP)
American Recovery and Reinvestment Act of 2009 (ARRA)
through the Office of Community Planning and Development

The federal American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law on February 17, 2009. As part of ARRA, funds are available under a new Homelessness Prevention and Rapid Re-Housing Program (HPRP) which is administered by the U.S. Department of Housing and Urban Development (HUD). The Government of Guam is the eligible entity authorized to apply for HPRP funds on Guam and has designated the Guam Housing and Urban Renewal Authority (GHURA) as the administering agency to apply for $1,221,922 in HPRP funds. These funds may be used to provide homelessness prevention assistance to persons at-risk of homelessness, to provide rapid re-housing assistance to homeless persons, to help cover required data collection and evaluation costs, and to help cover grant administration costs.

The HPRP application requires a substantial amendment to the Program Year 2008 Guam Annual Action Plan (2008 Action Plan). The 2008 Action Plan indicates how certain 2008 federal housing and community development programs will fund activities that will help Guam meet the five-year goals set forth in the Guam Consolidated Plan for 2005-2009 (Guam ConPlan). This proposed substantial amendment indicates how the Territory plans to distribute and administer the HPRP funds and to collaborate with local agencies and provides a preliminary estimated budget summary.

Public Review and Comment

Citizens are encouraged to review and comment on this proposed substantial amendment. The amendment is available for review and comment from April 24, 2009 through May 06, 2009. A copy of the proposed substantial amendment is available in the GHURA CPD Office in Hagatna, Suite 306, GCIC Building and on the web at www.ghura.org.

Comments must be in writing and must be received by GHURA no later than 5:00 p.m. on May 06, 2009. For additional information or to comment, contact Michael J. Written comments can be received in–office at the GHURA Office of Community Planning and Development, Suite 306, GCIC Building, Hagatna, GU 96910. GHURA’s mailing address is 117 Bien Venida Avenue, Sinajana, GU 96910. Mailed comments must also be received by GHURA no later than 5:00 p.m. on May 06, 2009.

Comments received will be taken into consideration prior to adoption of the proposed amendment.

Public Meeting

GHURA Community Planning and Development will host a public meeting at 10:00 a.m. on May 05, 2009 for individuals to inquire after any aspect of this proposed substantial amendment. This public meeting will be held at the GHURA Office of Community Planning and Development, Suite 306, GCIC Building, Hagatna, GU 96910.
