Proposed Substantial Amendment to Guam's PY08 Annual Action Plan
Community Development Block Grant Recovety (CDBG-R) funds
through the American Recovety and Reinvestment Act of 2009 (ARRA)
The Guam Housing and Urban Renewal Authority (GHURA) announces that a proposed
substantial amendment to Guam's Program Year 2008 Annual Action Plan (AAP) is available for
public review and comment.
On February 17, 2009, the U.S. Congress passed the American Recovery and Reinvestment Act of
2009 (ARRA). Consequently, the U.S. Dept. of Housing and Urban Development (HUD)
announced the availability of $2,851 ,151 in CDBG-R funding. Use of these funds is the subject of
this proposed substantial amendment to Guam's PY08 Annual Action Plan. Guam's Annual Action
Plan details the Territory's use of HUD funds available through HUD's Office of Community
Planning and Development for approved activities. Guam has proposed ulilizing CDBG-R funds for
the following purpose:

Individuals may view the proposed amendment to the AAP on the GHURA website at
www.ghura.org beginning on March 13, 2009. Copies of the proposed substantial amendment can
be obtained on the same day beginning at 8:00 a.m. at the GHURA Community Planning and
Development (CPD) office located at 414 West Soledad Avenue, GCIC Building, Suite 306,
Hagatna, Guam. Comments should be submitted to the GHURA CPO office no later than 5:00
